Exhibit 7.3 Setting a Price Floor Fee to Achieve a Target Level of Oil Import Dependence

Here’s how such an “oil import substitute price floor” would work. In step 1, the White House, in conjunction with the U.S. Congress and the Department of Energy, determines the desired target rate of reduction in oil use, which will reduce oil imports. This determination is based on a comprehensive cost-benefit analysis of the economic and geopolitical risks associated with different levels of oil import dependence that we identified earlier.
